Mr. Ferguson is a leading national and California State authority on distributive generation having testified on numerous occasions before Congressional and California State legislaive committees on national and state energy policies. He authored California's landmark Assembly Bill 811, the progenitor of nationwide Property Assessed Clean Energy Financing (PACE) legislation currently adopted in 23 states.
